Protect access. Preserve accountability.
Quorum handles information used in corporate governance and operations—from owner and unit records to meeting participation, votes, decisions, correspondence and documents. Its security model is designed around appropriate access, controlled workflows and meaningful records of important actions.
Access is more than whether someone has logged in.
Quorum needs to understand the context surrounding an action: who is acting, which corporation they are accessing, the role or relationship they hold, the workflow they are participating in and whether the requested action is appropriate at that point in the process.
Identity establishes who you are. Context and authorization determine what you can do.
Information stays connected to the corporation it belongs to.
Quorum is designed as a multi-corporation environment. A person may legitimately work with more than one corporation, but each corporation retains its own operating context.

Authorized access to one corporation does not imply access to another.
Give people access to the process they need.
Not every participant needs a permanent administrative account. Quorum uses different access patterns for different responsibilities and workflows.
Administrative users
Authenticated users access administrative capabilities within their authorized corporate role and context.
Council participants
Council-specific access supports appropriate governance workflows without exposing unrelated administration.
Owners
Owner-facing entry points provide access to appropriate information and processes without exposing the administrative application.
Meeting participants
Meeting-specific and QR-originated access can provide focused participation within the relevant meeting context.
External requesters
Requester access can be limited to the case or process with which the person is interacting.
Scoped tokens
Purpose-specific access can be associated with a defined corporation, workflow and validity period.
A vote is more than a button click.
Quorum evaluates voting within the representation and governance context established for the meeting.
The meeting model supports circumstances including multiple-unit ownership, proxy representation, electronic proxies, eligibility, weighted voting entitlement, manual voting, motion ballots and elections.
Permissions are only part of the decision.
An authorized user may still be prevented from taking an action when representation, eligibility or the current workflow state does not permit it.
Business-rule controls
Governance rules can prevent actions that conflict with the established representation or participation context, even when the person otherwise has access to the workflow.
Workflow-state controls
Important actions are available according to the state of the process. A motion, for example, progresses through defined stages rather than treating every action as available at every time.
Important actions should leave a meaningful record.
For significant governance and operational processes, Quorum is designed to preserve information that helps explain what occurred, when it occurred and the resulting outcome.
Attribution
Connect important activity with the person or participation context responsible for it.
Audit history
Retain relevant lifecycle and operational events for later review.
Evidence
Preserve reports and supporting records generated by formal workflows.
Provenance
Maintain relationships such as formal minutes approval rather than only storing the final document.
The final document is only part of the record.
A completed meeting can produce a connected record extending from participation through formal approval.
Corporate information should survive personnel changes.
Security can fail operationally even when no unauthorized person gains access. Important correspondence, decisions and records should remain with the corporation rather than depend on an individual's inbox or local files.
Corporate custody + individual accountability.
Preserve context, not just files.
Records become more useful when their relationships remain visible: corporation, meeting, agenda item, motion, election, case, person, unit, correspondence and document. Quorum is designed to preserve those operational relationships where the workflow requires them.
Security is an operating discipline, not a single feature.
Application controls, permissions, workflow rules, evidence practices and operating procedures need to work together. As Quorum moves toward expanded pilot use, Phase4 is validating both product controls and the operational practices surrounding them.
Detailed infrastructure, privacy, data-handling and service commitments will be published only where Phase4 can substantiate the specific claim.
