Phase4 Solutions is a Canadian software company developing Quorum, a connected governance and operations platform for strata corporations and property management organizations.
Our focus is practical: understand the work, make responsibilities explicit, connect the steps and preserve the record that explains what happened.

We start with the people, decisions, dependencies and records that make a process work. The application is then designed to support that operating model rather than force the work into disconnected features.
The difficult part is often between the systems.
Organizations rarely struggle because they have no documents, email, spreadsheets or individual applications. The harder problem is maintaining context as work moves between people, decisions and systems.
Phase4 is focused on those transitions: who is responsible, what must happen next, what rules apply, what changed and what record should remain when the work is complete.

A strata corporation is a useful example of why connected process matters. Units, owners, council, eligibility, documents and voting rules form persistent corporate context. Meetings use that context to prepare notices, proxies, attendance, quorum, motions, elections and voting. The outcomes then become minutes, decisions, actions, correspondence, cases and corporate records.
Quorum is being built to connect that lifecycle instead of treating each activity as an isolated transaction.

A workflow is not ready simply because code exists. Phase4 uses implementation, testing and operational validation to determine whether a capability is appropriate for its intended use.
That distinction is particularly important where software supports formal governance, voting, corporate records or time-sensitive processes.

Quorum is under active development, with expanded controlled pilot use targeted for Q1 2027. Pilot participation is intended to validate agreed capabilities in real strata environments while keeping implementation and operational scope explicit.
Pilot findings help distinguish product defects, requirement gaps and legitimate differences in operating process.
Pilot participants are implementation partners.
